After years of asking for more retail variety, Victoria shoppers are finally getting what they’ve been craving. The City of Victoria just confirmed that Five Below, Burlington, and Ulta Beauty will anchor a brand-new shopping center going up next to Kohl’s, and excitement is already building.

The new development will be completed in two phases.

• Phase One includes four retail spaces and is expected to wrap up by spring 2026.
• Phase Two, which begins construction this August, will bring even more stores and restaurant options to the area, with a projected finish in August 2026.
