The City of Victoria has programs available that help residents become homeowners and remove substandard structures.

The City’s Community Development Block Grant (CDBG) program allots federal funds for a variety of services for low- to moderate-income residents. These services help residents in multiple situations. The City currently has two programs available:

  • First-time homebuyer assistance for those who qualify for a mortgage but need a little extra assistance with their down payment and/or closing costs
  • Demolition and clearance for property owners who have substandard structures that need to be removed

These programs aim to uplift future homeowners and neighborhoods.

First-time homebuyer assistance

First-time homebuyers can apply to receive up to $5,000 in down payment and $5,000 in closing cost assistance through the City’s CDBG program. The payment is limited to no more than 50% of the down payment.

Who is eligible?

Applicants must live within the city limits of Victoria and must have an annual household income that is less than 80% of Victoria’s median family income. Applicants must also be qualified for a home mortgage from a financial institution.

To ensure qualification, applicants can double-check the CDBG income limits for Victoria at www.victoriatx.gov/cdbg. The income limits are updated annually in May by the Department of Housing and Urban Development (HUD).

Demolition and clearance

The CDBG program also has funds available to assist property owners in demolishing and clearing substandard structures on their property.

Demolition and clearance of unsafe structures can improve neighborhoods by creating safe and sanitary environments for residents.

Who is eligible?

The property must be owned by the applicant and must be located in one of the low-to-moderate-income census block groups listed online at www.victoriatx.gov/cdbg. The applicant must not owe any taxes on the property.
